The developer spool slipped in the tank and was sloshing around at the point where there developer and air space interfaced. The result was some pretty severe agitation marks on the film . The uneven development got worse dramatically in the last few frames of the roll. This frame was a few from the end and the development problem is noticeable - but check out the next frame (final frame on the spool.)
